Frank West, a photojournalist investigating why the town of Willamette, Colorado 60 miles north of Denver has been sealed off by the National Guard and state police. Frank is dropped on top of the city’s mall by helicopter; he tells the pilot, Ed DeLuca, to return in 72 hours, believing he will have all the information he needs by then.
